For an overseas brand's employee-account programme, identify ownership before planning reporting. The official policy permits cross-border business operating data for enterprise-owned KOS under the same enterprise, while restricting enterprise storage and viewing across borders for authorised employee personal accounts.
Latest official update from Xiaohongshu: the professional-account and KOS changes are confirmed, with phased rollout from 30 September to 30 October 2026. Requirements will apply progressively; check your account status and the relevant application step.
List the information the team actually needs
Comparing operating performance across company-owned accounts is different from viewing each employee's identity information. The former concerns commercial operating data; the latter also faces employee-information restrictions. A desire for central management does not establish that personal-account authorisation supplies the same cross-border capabilities as enterprise ownership.
Establish ownership before planning cross-border reporting
| Ownership model | Cross-border data rules |
|---|---|
| Enterprise-owned KOS | Business operating data of KOS accounts in different countries under the same enterprise can be shared across borders |
| Personally owned KOS through employee personal-account authorisation | The enterprise cannot store or view that data across borders |
The ‘same enterprise’ condition matters. Employee authorisation alone does not establish permission for cross-border storage or access.
Operating data and employee identity information are different
KOS application rules also restrict employee-information visibility by company location, KOS attribution and document type. The official policy does not enumerate every field for every combination. Separate post-performance information, employee identity details and personal-account records in your team's requirements, then check the actual account. Do not promise complete visibility simply because an enterprise-owned account supports some cross-border operating data.
What to prepare before asking for an assessment
- Enterprise or personal ownership for each account, and whether the enterprise is the same.
- Locations of headquarters and operators, and the exact data needed.
- Separate operating metrics, identity details and personal-account records.
Frequently asked question
Does employee consent alone enable cross-border access to personal-account data?
Under the new policy, the employee personal-account authorisation model still carries restrictions on enterprise cross-border storage and viewing. Authorisation by itself is not evidence that the required cross-border permission exists. Check the model and actual permissions before organising the programme.
