Application eligibility and data access are separate decisions
If your brand wants employee-account collaboration, establish the intended KOS classification and whether the account already exists. If headquarters also needs employee identity details, assess that requirement separately. Permission to apply is not complete data access, and overseas storage of existing KOS information does not make it freely accessible to a domestic company.
Company location is not the account's recorded region
The official policy uses the Chinese term ‘户口国’ for account or user data attribution. It is distinct from company registration and the operator's identity document. An overseas company does not automatically mean a non-CN account; a mainland identity card does not prove an account is CN. The official policy supplies no complete method for checking or changing this classification. Changing a phone number or IP address must not be presented as a solution.
An overseas company is not the same as an overseas KOS account
For domestic KOS, the official policy permits overseas companies to apply but says they cannot view employee information; domestic companies can see complete employee information associated with identity cards. Overseas KOS cannot be newly added. Existing overseas KOS data is stored overseas: domestic companies cannot see employee information, while overseas companies can see complete information associated with non-identity-card documents. These statements concern employee information, not automatically every operating metric.

Does permission for overseas companies mean every overseas employee account can be added?
